A regional response cell receives a fixed USGS catalogue and needs a first contact queue. Analysts first isolate events that merit review, then measure possible civil-airfield and settlement contact gaps, then deliver the event layer for desks to verify. The distances do not establish shaking, need, road access or whether an airfield is usable.
Work through three handoffs on the January–March 2025 snapshot. First, query strong shallow events in the earthquakes table. Second, calculate access indicators against eligible civil airfields and populated places. Third, hand over every selected epicentre with both distances, access band and gap flags. Each handoff has its own submission; the final layer must retain even remote oceanic events. These are reconnaissance proxies only; verify impact and facility status independently.

This exercise uses only origin points and registry proximity as a contact screen; it is not PAGER, an impact forecast, a flight plan or confirmation that any airport is usable.
