For a proposed citywide rollout, the team must choose where ingestion, indexed storage, detail reads, map tiles, the browser and health checks belong. The rollout volume below is an exercise planning envelope, not a published NYC 311 statistic.
Use the attached NYC 311 sample to understand the source fields and reported locations. Work through four handoffs: calculate the rollout load, place components into the diagram and the data-flow stack, implement the spatial database contract, then choose the client and operational handoff. The sample has request_id, created_at, closed_at, descriptor, borough and incident_zip, with Point geometry in EPSG:4326.
