The boards
Leaderboard ranks by Global XP and by Streaks, by country and by university — each by its members' XP together — and by each skill track, where the rating comes from the problems you have passed on it. It shows the top thousand, refreshed about once a minute.
Who is ranked
Learner accounts with a public profile that have earned something. A private profile is not ranked — make it public in Profile settings to appear — and teaching accounts are not ranked either.
